SUBJECT:                  CHILD CARE AUTHORIZATIONS FOR CHILDREN NOT ATTENDING SCHOOL IN PERSON

 

The Coronavirus, Aid Relief, and Economic Security (CARES) Act allows for temporary changes to child care authorizations for Child Care Subsidy eligible families. The following temporary change will be in effect September 1, 2020 through May 31, 2021:

 

Currently, during the school year, school age children may be authorized up to 5 fulltime day units of care, to allow for typical days school would not be in session and part or half time day units of care as needed, based on the parent’s need for care.

 

The temporary change allows school age children to be authorized up to 23 fulltime day units of care, for children not attending school in person. Children who will be attending child care during the school day while parents are participating in a valid need, including working from home, may be authorized for full time day units based on the parent’s valid need.

 

School age children authorized for half and part time daytime units of care recently had the authorization changed to reflect full time day units for the same number of units. The authorizations will be effective September 1, 2020 through the eligibility period or until May 31, 2021, whichever date is later. Authorizations that are in effect after May 31, 2021, will reflect the original authorization based on the actual verified need.

 

Benefit Program Technicians (Eligibility Specialists) will authorize new child care participants for full time day units for the number of day units needed, based on the number of days in care, not the number of hours in care. This temporary benefit is effective until May 31, 2021. The authorizations for the full time day units for the school age children will end May 31, 2021 and a new authorization block or blocks must be entered based on the actual verified need. All new authorizations must be authorized for the entire 12 month eligibility period.

Review this memorandum with all Children’s Division and Family Support Division staff.

Review revised Child Care Subsidy sections as indicated below.
