REVISED LISTING OF QUEST STATES
 
DISCUSSION:
In March 1999, interstate EBT transactions between all QUEST states became possible.  Participants traveling or moving out of the state of Missouri are able to use their Benefit Security Card at any terminal with the QUEST logo.

Staff do not have to convert food stamp benefits to coupons when a participant moves to a QUEST state.  Memorandum IM-#163 (11/04/99) listed the QUEST states that were participating in the interoperability project.  The current participating jurisdictions are:

The changes in this listing from the listing in Memorandum IM-#163 (11/04/99) are in bold and italics.  If a participant moves to a state that is partially converted, ask the participant if s/he can use the Benefit Security Card in the area.  If not, complete the food stamp conversion process to issue food stamp coupons to the participant.  If the participant can use the card, do not convert the food stamp benefits from EBT to coupons.  Refer to Memorandum IM-#163 (11/04/99) for instructions on the conversion process, if necessary.
