IM-127  08/31/00   IL WAIVER SERVICES ALLOWED TOWARD SPENDDOWN

SUBJECT:
INDEPENDENT LIVING WAIVER SERVICES ALLOWED TOWARD   SPENDDOWN

DISCUSSION:
Effective April 1, 2000, the cost of services received through the Independent Living Waiver (IL) is an allowable expense toward meeting spenddown.  The IL Waiver is a Medicaid waiver that provides home and community based services for a new group of individuals.  The waiver provides services to disabled individuals age 18 through 64 who would otherwise require care in a nursing facility.

The waiver does not change eligibility criteria for Medical Assistance.  Also, there is no change in allowable spenddown expenses for individuals awaiting enrollment in the IL waiver.

The Division of Vocational Rehabilitation (DVR) administers the waiver.  DVR contracts with Centers for Independent Living (CIL) to provide waiver services.

 Specifically the waiver provides:

  • Case Management
  • Personal Care Services
  • Environmental Accessibility Adaptions
  • Specialized medical equipment and supplies
The waiver allows for self-directed services.  The participant contracts, selects, and trains the person they chose to deliver their services and care.  Participants may hire family members (other than the participant's spouse) to provide waiver services.

Verify the individual's enrollment and cost of waiver services through the appropriate CIL.
