DISCUSSION:
The IM-1U Form has been revised for use in reviews of MC+ (children, custodial parent, non-custodial parent and pregnant women) and Medical Assistance for Families (MAF) eligibility.  A cover letter which contains the MC+ income guidelines has been added to the form and the questions have been changed to reflect current MC+ policy.  Reviews of MAF and MC+ cases are to be done annually.

A review can be completed without the IM-1U, if all the information is obtained.  For example this review may be done based on information from a current  Food Stamp application, or when a Temporary Assistance review is completed.  When a recipient fails to complete a reinvestigation for Temporary Assistance, take action to close the cash and change to MAF only.  After taking action to close the cash, send an IM-1U if an MAF review is needed.  Refer to Family Healthcare manual section, 0905.025.05. 

When completing a review, a new budget, income documentation and eligibility determination should be recorded in the MC+ section.  If MC+ healthcare eligibility should change, send the appropriate client notices.

Add-A-Person Procedures

The procedures for adding a person to an existing MC+ or MAF case are different than Temporary Assistance procedures.  A request to add a person to an existing MC+/MAF case can be received through the mail or by phone, it does not have to be in writing.  The request to add a person to an  existing case can be received as part of the annual review, or any time a caretaker reports a new person in the home.  Requests may also be received to change the status of a person already in the home from included to active. 
If the information is already present in the case record to establish eligibility for the person in question, add the person.  If information is needed to establish eligibility for the person being added, request the needed information. A review is not necessary. 

EXAMPLE:  Mr. and Mrs. John Smith's son, James age 10 returns to their home after living with his grandmother for the last two years. James has no income of his own and has the same parents as the children currently active on the case.  A review is not needed to add James. 
When adding a person to an active MC+ or MAF case use the following procedure:
  • Record the date of the request to add the person.
  • IAPP the individual on the active MC+/MAF case.
  • Complete a budget to reflect the new person and their  income.
  • Determine eligibility for MC+/MAF and record the basis for the determination.
  • Request information for medical support cooperation, and refer to DCSE. 
  • When the individual is approved or rejected send the  appropriate notice, IM-32MC or IM-33MC, to the caretaker.
NOTE:  Income of a person added to the assistance group must be  verified prior to adding the person.  However, it is not  necessary to re-verify income of persons currently included in  the assistance group. 

Medical Support Cooperation and Referrals for Children being Added to Active MC+ or MAF Cases

If a child being added to an active case has the same absent parent as any active child in the home, submit an IM-16 to Division of Child Support Enforcement (DCSE).  The IM-16 will inform DCSE that the child has been added along with any other new information on the absent parent.  If the child has a different absent parent than the other children on the case, send an IM-2E Part 1 with a CSE-201 to the parent/caretaker.  The IM-
2E Part 1 is for the parent/caretaker's information ONLY, it does not need to be signed and returned. Request the CSE-201 to be filled out and returned, or that the parent/caretaker call the caseworker to provide the needed information.  The caseworker can still obtain the information needed for the CSE-201 over the phone from the parent/caretaker.  If the parent fails to provide the necessary information on the absent parent, the child should be added to the case.  Follow normal procedures to sanction the parent.

  • Review this memorandum with appropriate staff.

  • Start using the revised IM-1U.

  • An initial supply of revised IM-1U forms will be sent to the  offices.  Upon receipt of the revised IM-1U, destroy the  existing IM-1U.

  • File the revised IM-1U form and instructions in the Forms Manual.

  • File the revised manual pages in the Family Healthcare  Programs Manual.
