REFERRALS TO CHILD SUPPORT ENFORCEMENT IN GRANDPARENTS AS FOSTER PARENTS CASES |

The purpose of this memorandum is to discuss
the roles of Income Maintenance (IM) and Division of Child Support Enforcement
(DCSE) in Grandparents as Foster Parent's cases (GAFP).
INCOME MAINTENANCE IM Staff will continue to assist the GAFP caretaker in completing the Referral Information for Services (CSE-201) and sending the referral to DCSE. At this time DCSE will not be diverting the child support income. DCSE will return it to the GAFP caretaker. Inform the GAFP caretaker not to send any child support received to DCSE. Budget child support income on GAFP cases to the child for whom it is intended, as each child's eligibility is determined separately. The child's income is compared to 100% of the Federal Poverty Level (FPL) to determine eligibility based on income. CHILD SUPPORT ENFORCEMENT DCSE will act upon the CSE-201. They will establish paternity, establish child and medical support orders against both parents and enforce those orders as necessary. DCSE receives a listing of GAFP cases on a monthly basis. The Missouri Automated Child Support System (MACSS) cannot identify grants that have been issued on GAFP cases at this time. Because of this, MACSS sends current support and arrearages back to the GAFP caretaker. To prevent the GAFP caretaker from returning payments to DCSE, they will receive a notice from DCSE when a support order isentered. DCSE will also send an IM-16 to the IM worker showing support has been passed through to the GAFP Caretaker. |
