IM-15  01/21/00  NEW TYPE OF ASST. CODE FOR EXPANDED CATEG. ELIG.


SUBJECT:
NEW TYPE OF ASSISTANCE CODE FOR EXPANDED CATEGORICAL ELIGIBILITY
 
DISCUSSION:
The purpose of this memorandum is to correct instructions contained in Memorandum IM-#5 dated January 7, 2000 to use Type of Assistance code "A" to process applications with expanded categorical eligibility.  Programming changes have been made to allow entry of Type of Assistance code "E" in field 26 of FSU5.  Effective January 24, 2000, individuals with Type of Assistance code "E" in field 26 will process as categorically eligible. 

Code individuals as follows:

  1. all household members receive Temporary Assistance cash - code all household members with "C" Type of Assistance,

  2.  
  3. combination cash, non-cash, and/or supportive service -
    •   code household members receiving Temporary Assistance cash with "C" Type of Assistance,

    •  
    •   code household members not receiving cash with "E" Type of Assistance, and 
  1. households in which only supportive services are received - code all household members with "E" Type of Assistance.
For the system to process the household as categorically eligible, indicate "Y" for categorical eligibility in field 20 of FSU5.  Field 17 can contain no NPA household members.

Add code "E" to field 26 "Type of Assistance Codes" on the IM-105 code sheet with the definition-Expanded Categorical Eligibility.

Revised IM-105 instructions for Type of Assistance code "E" are forthcoming.

 
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.

  •  
  • Process food stamp applications using Type of Assistance code "E" for household members considered categorically eligible because the household contains members receiving Temporary Assistance cash and/or supportive services.

  •  
  • Indicate "Y" for categorical eligibility in field 20 of FSU5.

  •  
  • Add code "E" to field 26 "Type of Assistance Codes" on the IM-105 code sheet.
