NEW BENEFIT SECURITY CARD CANCELLATION CODE
 
DISCUSSION:
Effective immediately, eFunds (formerly Deluxe) representatives will be using a new cancellation code in the card status field in the Administrative Terminal (MOP).  When participants contact the eFunds Help Desk to request a new Benefit Security Card, and the address in MOP is incorrect, the code "BA" (bad address) is entered.  "BA" cancels the card, but does not automatically issue a new card.  Participants are referred back to the local county office to have the address updated and a new card issued.

If a participant contacts the county office to have an address updated and code "BA" is shown in MOP, take the following action:

  •   Verify the correct address.
  •  Complete an address change as follows:
    •  In FSU5/IMU5, as appropriate, for active cases;
    •  EBTA for closed, rejected, or expired cases; or
    •  Contact Food Stamp Program and Policy Unit for overrides on food stamp cases  that expire in the current month and it is after payroll closing.
  •  To issue a card, request the new card in EBTU.
    •  Enter a "c" in the action field and a "y" in the reissue field.
    •  Press enter.  A message will appear to cancel the card in MOP before reissuing.  Press enter again and  the message will read, "Record Updated.   Enter Next  DCN".
Data Processing staff are working on adding this code and a message on the "Undelivered Card Report No. ESDDY041-01".  When the programming is complete, a memorandum will be issued with further instructions. 
 
NECESSARY ACTION:
  •   Review this memorandum with all appropriate staff.
  •  Change addresses of individuals referred by eFunds to the  county office for bad  addresses.
  •   Follow instructions provided to issue new Benefit Security®  Cards when the card  status code "BA" is shown in MOP.
