The Welfare Investigation Unit (WIU) investigates
retailers suspected of Food Stamp Program violations. In the course of
investigating the suspected violations WIU investigators will interview
food stamp participants who have conducted business with the suspect retailer.
The following procedures are effective for those participants who fail
to respond to WIU's request for an interview:

WIU will send a notice to the caseworker notifying
the worker the participant has failed to cooperate in their investigation.

Upon receipt of the notice from WIU, the caseworker
will send a Notice of Expiration (IM-32A) to shorten the certification
period, if more than one month remains in the certification period.
The notice must include a phone number for WIU and encourage the participant
to contact WIU for an appointment.

If the participant does not contact WIU as
a result of the IM-32A, the caseworker facilitates scheduling a face-to-face
interview with the WIU investigator at the recertification for FS.

If unable to schedule the interview with the
WIU investigator, encourage the participant to contact WIU. Provide
WIU's phone number to the participant and encourage them to set up an appointment.

Process the FS application.
