DISCUSSION:
The purpose of this memorandum is to discuss Two Parent household policy changes regarding (1) Up-Front Job Search, Section 0270.005.05 and (2) system identifiers when one parent is disabled, Section 0275.015.05.

UP-FRONT JOB SEARCH

Two Parent Households, if assessed as job ready, are required to participate in Up-Front Job Search while their application for Temporary Assistance is pending.  Both parents are required to participate in job search and/or child care search, if necessary.  Following the same guidelines as a single parent household, they will actively search for work by contacting a mutually agreed upon number of employers per week for the four (4) weeks that the Temporary Assistance application is pending.  Each parent has a $25.00 TRE limit for the four (4) week job search timeframe.

When either parent of the two parent household fails to cooperate without good cause after the four (4) week timeframe, the Temporary Assistance application will be rejected.  However, before rejecting the application, a face-to-face meeting must occur.  Do not delay processing the Temporary Assistance application for verification of Up-Front Job Search when all other eligibility factors are met.

When child care is necessary, one parent in a Two Parent household has the option to participate in child care search. Complete a Child Care application and refer the individual to the Child Care Resource and Referral Agency to obtain a list of the child care providers in the area.

Upon approval of the Temporary Assistance application, case managers are to meet with both parents and proceed with Self-
Sufficiency Pact planning.

IMU5 ENTRIES

When the Temporary Assistance application is approved, the following will be entered in the IMU5 system:

  •  Enter "U" in Field 8 and "U" in Field 13Q for the payee,
  •  Enter "S"-Second Parent in Field 13F for the parent who is not the payee, and
  •  Both parents are coded "M"-Mandatory in Field 13P1.
ONE PARENT TEMPORARILY DISABLED

When one parent is temporarily physically or mentally disabled, verify the extent and length of the disability.  Verification is obtained by IM-60A-Medical Report Including Physician's Certification Form/Disability Evaluation, physician, psychiatrist, psychologist, or Licensed Clinical Social Worker. (If there is a question or reason to believe the disability is more than temporary refer for Social Security Disability and/or SSI application.)

When the parent who is NOT temporarily disabled is mandatory, his/her work activities and hours of participation are the same as a two parent household.

IMU5 ENTRIES

The following will be entered in the IMU5 system:

  • Enter "U" in Field 8 and "U" in Field 13Q for the payee,
  • Enter "S"-Second Parent in Field 13F for the parent who is not the payee,
  • Enter "M"-Mandatory for the parent who is temporarily disabled in Field 13P1, and
  • Determine the other parent's work requirement code and enter appropriate code in Field 13P1.
Enter the parent who is temporarily disabled in the JOBS system.  On JCAT, enter the exclusion reason "4"-Temporarily Disabled under the UNASSIGN REASON column.  Re-evaluate the exclusion as appropriate based on the anticipated length of the disability.

Both the IMU5 and JCAT entries must be completed in order for the case to be coded correctly for federal reporting of Two Parent Households.

ONE PARENT DISABLED

When one parent in a two parent household is receiving, has applied for, or is awaiting a hearing decision for Old Age Survivor's and Disability Insurance (OASDI), Supplemental Security Income (SSI), or Employer-Sponsored Disability Insurance consider the individual exempt from work participation.

Treat this household as a single parent household for work activities/hours. 
IMU5 ENTRIES

The following will be entered in the IMU5 system for a household that has a parent who has applied for or is awaiting a hearing decision for OASDI, SSI, or Employer-Sponsored Disability Insurance:

  • DO NOT enter "U" in field 8 or 13Q,
  • Enter "S"-Second Parent in Field 13F for the parent who is not the payee,
  • Enter "E"-Exempt in Field 13P1 and "06"-Permanently Disabled in 13P2 for the disabled parent, and
  • Determine the other parent's work requirement code and enter appropriate code in Field 13P1 in the IMU5 system.
NOTE:  The parent who is receiving SSI will have a Medical Assistance (MA) case.  This parent will not be listed on the Temporary Assistance IMU5.
 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff. 

  •  
  • Effective immediately, Two Parent Up-Front Job Search applicants will actively search for work by contacting a mutually agreed upon number of employers per week for the four (4) weeks that the Temporary Assistance application is pending. 

  •  
  • Reject the Temporary Assistance application if either parent fails to cooperate without good cause during the four (4) week Up-Front Job Search while the application is pending.

  •  
  • Offer Child Care Search to one parent of a Two Parent household if child care is necessary.

  •  
  • When one parent is temporarily disabled, the case is treated like a Two Parent household.

  •  
  • When one parent is receiving, has applied for, or is awaiting a hearing for OASDI, SSI, or Employer-Sponsored Disability Insurance, the case is treated like a single parent household.

  •  
  • Make IMU5 and JCAT entries for Two Parent household with one parent disabled as described in this memorandum.
