GRANDPARENTS AS FOSTER PARENTS CHILD CARE
 
DISCUSSION:
The purpose of this memorandum is to introduce new policy regarding child care under the Grandparents as Foster Parents program.  Implement the following procedures immediately upon receipt of this memorandum.

Any grandparent participating in the Grandparent as Foster Parents Program requesting child care assistance should make application using the Child Care Application/Eligibility Statement (IM-1CC).  The Notification and Acknowledgment of Fraud Provisions (IM-3) also needs to be completed.

The application process is to be completed as any other Income Maintenance child care application with the exception of budgeting income.  No income is to be budgeted for households participating in the Grandparents as Foster Parents Program.

The Child Care Request and Case Eligibility/Redetermination form (IM-67) should be completed and entered within one (1) working day of application.

When the grandparent chooses a licensed child care provider, determine if the provider currently has a valid contract with the Division of Family Services.  If they do not, initiate the contract process, unless the provider requests to be paid by the grandparent.

If the provider requires payment from the grandparent, the provider will still need to complete the Child Care Provider Registration/Direct Payment Information form (IM-91) and Child Care Provider Agreement form (IM-93).

When the grandparent chooses a child care provider who is exempt from licensure due to religious affiliation, check the Q135 screen to ensure they are in compliance with the Department of Health inspection requirements.  If they are in compliance with the Department of Health (Religious in Compliance - RIC, or Religious in Pending Compliance - RIP), the IM-91 and IM-93 need to be completed.

If the grandparent chooses a registered home provider caring for four or less children, they will complete the IM-91, IM-93 and a Child Care Provider Registration, Health and Safety Certification, Background Screening and Invoicing Information form (IM-92).  The Request for Child Abuse or Neglect/Criminal Record form (SHP-159) must also be completed by the provider and any household member age 18 or older.  The provider can not be assigned a vendor number or receive payment prior to the county office receiving notification that the screenings are complete and the provider is approved.

Complete an Individual Child Eligibility/Authorization form (IM-
67A) and authorize the child into the Contract System (ICEA/ICAU) or Reimbursement System (ICCR) as appropriate.  If the Reimbursement System is used, complete a Child Care Benefit Determination Notice (IM-32CC) and send with Child Care Receipt forms.

 
NECESSARY ACTION:
  • Review this memorandum with Income Maintenance and Children Services staff.

  • Effective immediately, begin implementing the changes discussed in this memorandum.

  •  
  • Review all Grandparents as Foster Parents program cases currently receiving child care assistance through Income Maintenance or Children Services.  Implement the changes discussed in this memorandum on all Grandparents as Foster Parents child care assistance cases.

  •  
  • Questions regarding this policy should be cleared through normal supervisory channels.
