Systems work has been completed to require
a valid citizenship/alien status code in IAPP and IMU5 for all categories
of assistance. This provides a method of capturing an individual's
citizenship or alien status. Policy regarding changes in eligibility
for non-citizens and methods of verification have not changed. Refer
to memorandums IM-42 dated 05/28/97 and IM-137 dated 12/16/97.
Entry of a valid citizenship/alien status code is required when registering individuals in IAPP for all types of assistance. Register an individual known to be ineligible because of citizenship/alien status. This allows entry of the alien status code for this individual, which would not be possible if the individual was never placed in application status. Effective June 9, 2000, field 13K (Alien Status) in IMU5 will require an entry of a valid citizenship/alien status code at every approval, reinvestigation or update of the individual area of IMU5. Failure to enter a valid code in this field causes error messages to appear. The following online and case edits have been put into place. NOTE: An entry in the phone field in IAPP has been made mandatory. If no phone number is available, enter zeros. 420 - INDIVIDUAL ON CASE REQUIRED TO HAVE ALIEN CODE Appears when Field 13K is blank or has a "U" - Unknown on an active case. I27 - INVALID ALIEN CODE This online edit occurs when trying to approve an individual with a "U" - Unknown when it is not appropriate. I28 - T OR I ALIEN CANNOT RECEIVE BENEFITS This online edit occurs when trying to approve someone with an ineligible code of tourist or illegal. This entry is acceptable for "Z", "S" and "C" levels of care as they are not considered active. An entry of "U" - Unknown will only be allowable for approvals of Temporary Assistance and Grandparents as Foster Parents as eligibility for these programs cannot be denied pending determination of citizenship/alien status. Any time the case is approved with an alien status code of "U", the correct code is to be determined and entered as soon as possible. Codes for citizenship/alien status have been revised to include "F" - American Indian Born in Canada as discussed in IM-136 (Dec. 1997). |
