Accept all requests for food stamp applications.
The following is clarification of policy regarding food stamp applications
received in a county other than the applicant's residence. This policy
is not changed. The Food Stamp Manual Section
1120.010.00 is revised to make the policy more clear.
DO NOT refuse to take and register
a food stamp application from an individual who lives in another county.
Use the following procedures when a food stamp application is received
in the mail or in person from an applicant residing in another county:
Mail-In

Date stamp the food stamp application when
received by mail, regardless of whether the FS-1 is entirely complete.
To be considered a filed application, it must contain the applicant's name,
address, and signature.

Register the food stamp application using
the date the application is received as the date of application.
Use the county of residence as the county number. Send an e-mail
to the county of residence advising an application has been received and
registered.

If all information is provided on a mail-in
food stamp application, screen the application for expedited services.
If expedited criteria is met and the household is eligible to receive food
stamps, issue expedited benefits.

If an individual mails in a food stamp application
that is not fully completed but contains the name, address, and signature,
copy the front page of the FS-1 for tracking purposes. Mail the FS-1
back to the applicant with the correct county and address to which the
applicant should mail the completed form. Advise the county of residence
the application has been returned to the applicant for completion.

Forward the food stamp application or a copy
of the first page of the FS-1 (if the application was returned to the applicant
for completion) to the county of residence after registering the application
and completing the expedited screening.
In Person

Date stamp the food stamp application the
day you receive it. If the food stamp applicant cannot stay for the
interview, ensure you have at least the applicant's name, address, and
signature.

Interview the applicant, if possible.

Register the food stamp application using
the date the application is received as the date of application.
Use the county of residence as the county number.

Screen the food stamp application for expedited
services. If expedited criteria is met and the household is eligible
to receive food stamps, issue expedited benefits.

If an individual brings in a food stamp application
that is not fully completed but contains the name address, and signature,
the applicant may take the incomplete application with them after the application
is registered. Copy the front page of the FS-1 for tracking purposes.

Forward the food stamp application or a copy
of the first page of the FS-1 (if the application was returned to the applicant
for completion) to the county of residence after registering the application
and completing the expedited screening.
