IM-117  06/26/01 TERMINATING FOOD STAMP CLAIMS

TERMINATING FOOD STAMP CLAIMS
 
DISCUSSION:
Changes have been made to the Claims Accounting and Restitution System (CARS) regarding terminating food stamp claims.

SYSTEM TERMINATION

Effective immediately, if a household's total amount of food stamp claims is $25.00 or less, and the claim(s) is delinquent 90 days or longer, CARS terminates the claim(s) and reduces the balance(s) to $0.00.  The batch process that terminates claims meeting this criteria runs monthly.  CARS screens are updated as follows:

  • The OVCI screen displays a "CLAIM STATUS" of "T" and a "REASON CLOSED" of "06". 
  • The OVPT screen displays a "TRANSACTION TYPE" of "40" and a credit in "TRANSACTION AMOUNT". 
  • The OVCS screen displays a food stamp claim balance of $0.00, and a "T" in the "ST" field. 
 WORKER-INITIATED TERMINATION

Effective immediately, county staff can terminate food stamp claims under certain circumstances.  Terminating a claim automatically reduces the balance to $0.00.  CARS screens are updated as follows:

  • On the OVCC screen, the worker enters a "CLAIM STATUS" of "T", and the appropriate "REASON CLOSED" code.  The reason codes are:
    • 09 - Unable to locate.  A household is unable to be located when:
      • 2 or more demand letters have been returned as undeliverable and the household is not receiving any assistance from the Division of Family Services; or
      • 2 or more follow-up letters, billing notices, or other letters are returned as undeliverable and the household is not receiving any assistance from the Division of Family Services. 
    • 11 - Record cannot be located.  This code is used if the county office is unable to locate the case record and cannot back up a claim. 
  • The OVCI screen displays a "CLAIM STATUS" of "T" and a "REASON CLOSED" of "09" or "11".
  •  The OVPT screen displays a "TRANSACTION TYPE" of "40" and a credit in "TRANSACTION AMOUNT".
  • The OVCS screen displays a food stamp claim balance of $0.00, and a "T" in the "ST" field.
Reason codes 09 and 11 can only be used with the "T" claim status.  If any other reason code is entered when a "T" is entered in "CLAIM STATUS", the message "REASON TERMINATED MISSING OR INVALID" is displayed.

A report listing claims terminated by DFS staff will be generated and sent to Central Office for review.

 
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • Terminate food stamp claims using the OVCC screen when you are unable to locate the household or the case record.
