DISCUSSION:
Effective October 1, 2001 food stamp diversion will no longer be a part of the supplement paid to a Wage Supplementation employer.  Attached to this memorandum are revised manual pages that reflect the changes.  These changes are being made per memorandum IM-169, Wage Supplementation Changes, dated September 13, 2001.

Wage Supplementation is a program to promote employers to hire Temporary Assistance participants.  As an incentive, employers receive a supplement equal to the average Temporary Assistance grant each month to help supplement the wages paid to the former recipient.  The employer receives this supplement for up to 12 months (48 months in certain zip codes in Jackson County).

Advantages of the Wage Supplementation for the participant are:

  •  Employment Opportunity
  •  60 month time clock stops
  •  Continuous Medicaid
  •  May receive Child Support
  •  May receive 90 days supportive services
  •  Additional time to receive Medicaid for family
  •  May keep housing allowance 
  •  Keep childcare without budgeting income
 
NECESSARY ACTION:
  • Review memo with appropriate staff.
  • File the revised manual pages in the hard copy of the Temporary Assistance/Case Management Manual.
  • Do not include food stamps in the diversion to employers as of October 2001.
