DISCUSSION:
Effective immediately, renter households whose landlord bills them a flat rate for heating and/or cooling expenses separate from their rent are entitled to the standard utility allowance (SUA).  It is no longer correct to allow renter households charged a flat rate for heating and cooling expenses by their landlord the non-heating and cooling standard.

This change results from recently published Food Stamp Program Regulations.  Section 1115.035.25.25 of the Food Stamp Manual is revised to reflect this change in policy.
 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • Implement this policy immediately.
