DISCUSSION:

Effective 01/29/01, the Family Healthcare (FHC) Manual was placed on the Department of Social Services (DSS) Intranet.  For information on accessing manuals and memorandums on the Intranet, refer to memorandum IM-#175, dated October 25, 2000.

The Family Healthcare Manual will be removed from IMNL effective 02/19/2001.

The following sections of the FHC Manual have been re-numbered (there is no change in the contents):

3. Assistance Group Optional Members (MC+)

The caretaker has the option to include the following persons in the assistance group, unless they are a mandatory exclusion:

  • spouse or age-eligible child of an assistance group member (or sanctioned individual)
  • age-eligible siblings (full, half, step, adoptive) of an assistance group member
  • any child related (by blood or marriage) to a child in the assistance group with the same caretaker
NOTE: Do not include optional assistance group members whose income causes ineligibility.

0920.010.35.10    SSI Income (MC+)

Individuals receiving SSI may be included in the assistance group. Include the SSI payment, in determining eligibility for this program, if the SSI individual is part of the assistance group.

0920.010.35.15    Budget Procedure MC+ NON-CHIP (MC+)

Determine income eligibility for MC+ non-CHIP as follows:

 1. Establish the assistance group:

 2. Compare the gross income (less overhead expenses only) of the assistance group to 185% of the appropriate federal poverty level (FPL) for the family size. The appropriate FPL depends on the age of the children:

  a. for children six or over, use 185% of 100% of the FPL;
  b. for children one through six, use 185% of 133% of the FPL;
  c. for children under one, use 185% of 185% of the FPL; or
  d. for groups with children in more than one age group, first use 185% of 100%; if not eligible, use 185% of 133%; if not eligible, use 185% of 185%.
