IM-70  4/9/01  EMERGENCY MEDICAL CARE FOR INELIGIBLE ALIENS

SUBJECT:
EMERGENCY MEDICAL CARE FOR INELIGIBLE ALIENS

DISCUSSION:
Effective immediately, IM Program and Policy will begin identifying the medical coverage periods for Emergency Medical Care provided to ineligible aliens by entering an "E" in the sanction field on the IXIX screen.

Refer to Memorandum IM-137 dated December 16, 1997 for information on ineligible alien's eligibility for coverage of emergency medical care.  This policy and procedure has not changed except that we will now be able to identify aliens receiving the coverage.   The e-mail address for referrals was previously changed to F051XIX or may be submitted directly to SCHUEHM.

Eligibility entered for labor and delivery under MC+ for Pregnant Women for an ineligible alien would appear on the IXIX screen as follows:

S/L         BEGIN          END             P QTR

E U        031201          031401

Eligibility entered for medical care where eligibility was established under MA for an ineligible alien would appear on IXIX as follows:

   S/L      BEGIN          END             P QTR

   E T      030501         031001

Eligibility entered for a child for medical care where eligibility was established under MC+.

   S/L      BEGIN          END             P QTR

   E Q     031001         031501

This code is not to used by county staff but will appear on the IMU5 individual data in field 13G2 after the eligibility has been entered by Program and Policy.  An "E" is not an acceptable entry in Field 13G2 when approving for any type of assistance.  Therefore, it will be necessary to change or zero out the entry if eligibility is later established for a federally funded program.

NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
