ANTICIPATING INCOME ON EXPEDITED SERVICE SCREENING

DISCUSSION:
Effective immediately, the expedited screening procedure for new sources of income is revised.

Anticipate income from a new source that has not been received prior to the application, if the individual is approved for that income or began working.

EXAMPLE 1:       Mr. Ramone makes a timely reapplication for May on April 2.  He states that he received an approval notice from the Social Security Administration stating he will receive SSI benefits of $530 starting in May.  Anticipate $530 for the expedited service screening.

EXAMPLE 2:        Ms. Hatfield makes an initial application for food stamps on June 15.  She states that she started working on June 14 and that she will receive her first check on  June 29.  Discuss her rate of pay and expected number of hours worked to anticipate the gross amount of the June 29 check.  Use this anticipated amount on the expedited service screening.

Continue excluding income from a new source if the income has not been approved or the individual has not started employment.
EXAMPLE 3:        Ms. Carlisle makes a second month application for June food stamp benefits on May 4.  She states she applied for Unemployment Compensation Benefits (UCB).  She has not yet received an approval notice, so do not anticipate the UCB on the expedited service screening.

EXAMPLE 4:        Mr. Gallagher makes an initial application for food stamps on April 13.  He states that he will start work on April 16.  Since he has not yet started the job, do not anticipate any income from the new employment on the expedited service screening.

 
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • Implement the revised screening procedure for expedited services immediately.
  • File the manual revision in the Food Stamp Manual.
