IM-11  01/30/02  MEDICAL ASSISTANCE FOR FAMILIES (MAF) SYSTEMS CHANGES

MEDICAL ASSISTANCE FOR FAMILIES (MAF) SYSTEMS CHANGES
 
DISCUSSION:
Changes have been made to the IMU5 system related to raising the Medical Assistance for Families (MAF) income limit to 100% of the federal poverty level (FPL).  The system now allows:
  • Movement on C7 cases between MAF (LOC "T") and MC+ (LOC Q, 1, 2, and 3) without registering an application;
  • C7 applications to be approved for either MAF only (LOC T) or MC+ (LOC Q, 1, 2, or 3); and 
  • Sanctioned ("S") and included ("Z") individuals to be shown on MAF only (C1 or C7) and MC+ cases.  The number of persons reflected in Field 29 of the IMU5 should include the "S" and "Z" individuals.  Budget figures must match the number of persons.
Effective immediately begin registering MAF only applications as a C7 or C8 in IAPP.       If applying for Temporary Assistance/MAF, the application must be registered as a C1-C6 case.  In the future we will convert all active C1-C6 MAF only cases to C7, C8, or C9 cases. 

NOTE: It will be possible to approve any C1-6 pending application for MAF only until the conversion.    After conversion, it will be necessary to register a C7-9 in order to approve for MAF only.

TRANSITIONAL MEDICAL ASSISTANCE (TMA):

When a MAF case goes to TMA, it is no longer necessary to move the children to a separate case.    This was done in the past to prevent poverty level children (LOC Q) from losing eligibility when the TMA case closed.  Since income on TMA cases is now above 100% of the FPL, most children on a TMA case would not qualify as a LOC Q.  An ex-parte review must be completed prior to any TMA closing to determine if the children remain eligible for any other MC+ or Medicaid category.  Children are likely to be eligible for MC+ under the poverty level or CHIP.

EXTENDED TRANSITONAL MEDICAL ASSITANCE (ETMA) :

Report FIM31417 TMA Cases to Convert to ETMA Effective _______, is produced monthly.  Upon receipt of this report, children active on these cases should have eligibility evaluated under MC+.  It will be necessary to determine the children's continued eligibility under a different MC+ case since children do not qualify for ETMA.

Report FIM31419 TMA Cases to Close should be reviewed each month and an ex-parte review completed to determine if the parents or children remain eligible in another cateory.  If only the children remain eligible, make the caretaker a "Z" (included) and change the children to the appropriate level of care.  It will be necessary to remove the date in Field 32 and entry in Field 38a.

TRANSFER BETWEEN MAF/MC+/TMA AND CASH:

It is not possible to move from MAF,TMA, or MC+ under a C7-9 case to cash.  A Temporary Assistance application (C1-6) must be registered and processed.  Close the C7-9 case upon approving the Temporary Assistance/MAF case.   C1 - 6 MAF and TMA may still be changed to cash without registering an application via IAPP.  An application must always be signed prior to changing a non-cash case to cash.

If a change in income results in ineligibility for MAF, evaluate eligibility for TMA.  There has been no change in the IMU5 procedures for changing to TMA whether it is a C1 or C7 case.   If eligibility to TMA does not exist, evaluate eligibility for MC+ for the children.  If MAF case is a C7 use case action 35 to make appropriate changes in budget and levels of care.  If the MAF case is a C1, close the C1, register a C7 and approve for MC+ (LOC Q, 1, 2, and 3).  A signed application is not required to move from MAF on C1 or C7 to MC+.

If a MC+ for children case becomes eligible for MAF, it is no longer necessary to register a C1-6 application.  Complete case action 35 on the C7 case and enter appropriate budget and levels of care.

  • Share this memorandum with appropriate staff.
  • Implement these new procedures immediately.
