HOUSE BILL 1519, START-UP AND EXPANSION GRANTS FOR CHILDCARE PROVIDERS
 
DISCUSSION:
The purpose of this memorandum is to inform staff of a grant opportunity for people who wish to start-up a new or expand an existing child care facility.  House Bill 1519 (HB 1519) was passed in the 1998 Legislative session.  Its purpose is to promote the growth and quality of early childhood care and education and school readiness for children.  The funding for HB 1519 programs comes from Missouri gaming funds, specifically riverboat entrance fees.

The application was be posted on the Internet on September 19, 2002, and can be submitted on-line.  A link to the grant application will be available at the Department of Social Services web site, at www.dss.state.mo.us/dfs/early/.

The application should be submitted on-line, if the applicant is not able to apply on-line they may contact our office for a paper copy, by calling (573) 522-1385 or by e-mailing jhelmig1@mail.state.mo.us.  It should be noted that those people with a paper copy of the application would not have access to certain edits that are available when using the on-line version.  When inquiries about this are received they should be encouraged to use the on-line version and referred to places in the community where they can access the Internet. 

I am attaching a copy of the Background Page of the grant application, which has more information on the requirements of the grant.  If county offices receive any inquiries about this grant please distribute the Background Page and refer them to the web site above or to the central office ChildCare Unit at (573) 522-1385.

  • Review this memorandum with all IM and Children Services staff.

  • Refer any inquiries about the Start-Up and Expansion Grant to the resources identified in this memorandum.
