DISCUSSION:
System work has been completed to allow county staff to approve regular BCCT applications and enter BCCT-PE determinations.  Effective February 11, 2002 it is no longer necessary to contact State Office to have BCCT eligibility entered in the system.  Changes were made to the system to identify regular BCCT and BCCT-PE cases.  To support this change, other changes were made to IMU5: 
  • Residence county entry is now required when registering a MA application of any type.  The residence county is reflected in field 10a of the IMU5.  When transferring a case file, it will be necessary to change the pay county and residence county.
  • An entry is now required in Field 13g2 (Sanction Reason/Reason for T-XIX Only) for "T" level of care.  The entry should be "T" (Title XIX only; no sanction) for regular MA categories.
PRESUMPTIVE BCCT

A new screen, IBCC, was developed to enter the presumptive eligibility.  Upon receipt of a BCC-1 from the BCCCP provider, access the screen by entering IBCC, space, and DCN.  A sample of the screen is attached.  Entries are self-explanatory.  Enter the diagnosis date in the START DATE field.  After entering information, STORE COMPLETED, should appear.

Entering presumptive eligibility on the IBCC screen creates a M2 case with an "L" identifier in Field 23.  M2 category has been reserved for BCCT-PE only and cannot be used otherwise.  Individual eligibility will reflect level of care "T" with an entry of "L" in Field 13g2.  The beginning date of eligibility will be the START DATE and eligibility will end the last day of the following month.  The ending date of eligibility will appear in Field 32 of the IMU5.  The only IMU5 transaction possible on M2 cases will be a closing action.  The system will close the M2 case at the end of the eligibility period with reason code 68 (Time Limit Expires) unless already closed.  It is necessary to close the M2 case if approving for another category of coverage with a closing reason of "39" Transferred to Other Assistance.

Error messages will appear when accessing IBCC in the following situations:

  • Not a female,
  • Over age 65,
  • Cannot duplicate an active case, which appears if the individual already has active eligibility elsewhere. 
If incorrect dates were entered in error, it will be necessary to contact the Program and Policy Unit in State Office for corrections.

MA-BCCT:

The BCCT category of assistance will be available on IAPP under MA.  However, you may approve a BCCT application for regular MA or a MA for BCCT.  A BCCT application (M1) may be registered even if there is an active M2 (BCCT-PE) case active.

To approve an individual for BCCT, enter the following:

Case Action:  02 Open MC+/Title XIX Only or 06 Reopen MC+/Title XIX Only

Reason Open: 01 Illness, injury or impairment 

Field 23:  "W" BCCT Identifier

Field 13E: Beginning date of eligibility

Field 13G: "T" Title XIX only

Field 13g2: "W" - Reason for LOC "T" - BCCT 

Field  K:  Enter appropriate citizenship code

Income and budget information is not required.

Error 284 - MA, SSI NOT A, E, F, OR W will appear if an entry of "W" is not in both fields 13g2 and 23.

OTHER CHANGES: 

When changing eligibility from BCCT to regular MA it is necessary to change the entry in Field 23 and Field 13g2 and make other appropriate entries.

If an active MA spenddown claimant becomes eligible for BCCT, it is not necessary to register a BCCT application.  Appropriate entries in field 23 and 13g2 and other necessary fields, the case will be changed to BCCT.

Use normal closing procedures to close a BCCT case.  These cases are date specific.

A following closing reason has been added to IMU5 code sheet.

  • 67 - Treatment Terminated
NEWBORNS:

Babies born to BCCT recipients qualify for Newborn status (G loc).  However the system will not allow a newborn to be added to a BCCT case.  Register a NEWBORN (R type of assistance) application to provide newborn coverage for the infant. 

 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • Counties may begin entering BCCT-PE and BCCT eligibility effective February 11, 2002.
