Effective March 11, 2002, all Medical
Assistance for Families (MAF) only applications must be registered and
have eligibility determined under C7-C9 cases. IAPP has been revised
to reflect this change. There has been no change in registering a
Temporary Assistance/MAF combination case or determining eligibility.
Over the weekend of March 9, 2002, the remaining MAF only and Transitional Medical Assistance (TMA) cases with a sequence number C1-C6 will be converted to C7, 8 or 9 cases. The C9 sequence has been added to accommodate this conversion. As a result, all MAF only/MC+/TMA cases will be under C7-C9 case sequence numbers. Policy for evaluating and procedures for entering MAF and TMA eligibility have not changed. It is no longer necessary to move the children to a separate case when moving the parents to TMA. Sequence number C1-C6 will only have combination MAF and Temporary Assistance cash cases. Medicaid eligibility screen (IXIX) will reflect MAF and TMA eligibility under the C1-C6 case ending 03/09/02 and starting 03/10/02 under the C7-C9 case. There will be no disruption in coverage or managed care enrollment. Effective March 11, 2002 the system will require a C1-C6 case to have at least one level of care "A" person. This means C1-C6 applications and active cases cannot be changed to MAF only or TMA without registering a C7-C9 application. This is only a system requirement, a new application form is not required. If a pending C1-C6 application is ineligible for cash, but eligible for MAF, it will be necessary to reject the C1-C6 and register a C7-C9 to approve for MAF only. Level of care "T" is acceptable on a C1-C6 case if there is at least one "A" level of care person. NOTE: $10 Minimum pay cases are considered MAF only cases. If an applicant for Temporary Assistance would be eligible for less than $10, reject the C1-C6 Temporary Assistance application and register a C7-C9 for MAF approval. A C1-C6 case can no longer be changed directly to TMA. Due to the higher income limits for MAF, most families who become ineligible for Temporary Assistance (C1-C6 case) due to income should remain eligible for MAF only (C7-C9). If the family loses eligibility for cash but is eligible for MAF, close the cash case and register a C7-C9 MAF application for approval. If an income change causes a family to lose eligibility for cash and MAF but they are eligible for TMA it is necessary to register a C7-C9 application and approve for MAF. The following day, close the MAF by changing to TMA. There are no changes to the following system procedures announced in Memorandum IM-11 dated January 30, 2002. The system allows:
TMA cases in suspended status were not converted. Staff will receive Report FIM32907, Suspended TMA Case Listing. When the report is received explore eligibility for MAF based on the information in the case record. If the children are currently active on a C7-C9 case as a loc "T" and the family is MAF eligible, add the parents to the MAF case, and close the suspended TMA case. Close a suspended TMA case by entering case action 29, reason for closing and zeroing out the entry in field 38a. If the record does not indicate MAF eligibility, the TMA case should remain suspended as a C1-C6 case, unless a quarterly report is received. If a suspended C1-C6 TMA case needs to be reinstated, it will need to be changed to a C7-C9 case first. To do this, take the following steps:
