0105.026.05 DISTRIBUTION OF VOTER REGISTRATION FORMS

DISCUSSION:

Effective immediately, FAMIS will begin sending the Missouri Voter Registration Application (VR-100) with the Temporary Assistance Eligibility Reinvestigation Form (FA-202), MO HealthNet Eligibility Reinvestigation Information (FA-402), Child Care Recertification/Review Form (FA-502), and Notice of Expiration of Food Stamp Benefits (FA-520). These forms are revised to include the following statement, “A voter registration application has been included. If you wish to register to vote, please complete the form and return it to your local FSD office. This has no impact on your application or continued eligibility for assistance.”

Only one VR-100 generates to an Eligibility Unit (EU) on a specific day. If multiple notices are generated on the same day, and one of those notices is a FA-520, the VR-100 will be mailed with the FA-520. If no FA520 is produced for a particular date and any or all of the other forms are produced (FA-202, FA-402, or FA-502), the VR-100 is mailed with only one of these forms. The first form to have the VR-100 mailed with it if there is no FA-520 is the FA-502, followed by the FA-402, and finally the FA-202.

The Missouri Voter Registration Application (VR-100) generates in the overnight batch process with the FA-202, FA-402, FA-502 and FA-520 forms. The VR-100 displays the following day on the Document Queue (FMVM or DOCQUE) screen for viewing or printing as needed. To print the Missouri Voter Registration Application (VR-100), enter "P" on the com line in front of the VR-100 and press "F23=PRINT".

Any VR-100 forms received at the local Family Support Division office by mail or in-person must be processed using current voter registration policy in the General Information Manual section 0105.026.05.10 Procedure for Completed Forms.

If a participant or applicant brings the VR-100 with them to the office, process the form. Do not offer the individual another Missouri Voter Registration Application on that visit.

If a participant mails in the Missouri Voter Registration Application (VR-100) along with his or her application and then later comes into the office to complete an in-person application interview, make another application, report a change of address, or request voter registration services only, he or she must be presented with another Missouri Voter Registration Application at the time of his or her interview.

EXAMPLE: A Food Stamp application is mailed in on 02/09/09, and a face-to-face interview is scheduled for 02/19/09. When the applicant comes in for the face-to-face interview, another Missouri Voter Registration Application must be offered, regardless of whether or not the VR-100 was received with the mailed in application.

EXAMPLE: A MHF participant submitted a VR-100 with his or her MO HealthNet Eligibility Reinvestigation Information received on 02/09/09. On 02/10/09 the participant comes in to report a change of address. Another Missouri Voter Registration Application must be offered when the participant comes in on 2/10/09 to report the change of address, regardless of whether or not the VR-100 was received with the mailed reinvestigation form.

General Information Manual section 0105.026.05 Distribution of Voter Registration Forms has been updated to include this information.
