- ADDITION OF SF (SAFE AT HOME) LIVING ARRANGEMENT CODE
DISCUSSION:
Effective April 5, 2009, Living Arrangement code SF (Safe At Home) is added in FAMIS for individuals using a Safe At Home address. Safe At Home is a mail forwarding program administered by the Missouri Secretary of State's office to protect victims of domestic violence, assault and stalking.
The Safe At Home address for all individuals is PO Box 1409, Jefferson City, Mo 65102, with a unique six digit number assigned to the individual by the Secretary of State's office using the Safe At Home address.
An individual who is certified with a Safe At Home address is issued an authorization card/letter which includes her/his name, authorization code, designated address, voter code, signature and certification expiration date. Staff must accept the designated address assigned in lieu of her/his address and not question the details or circumstances of inclusion in the program.
To enter the Safe At Home address on Supercase Member Clearance (SCMBR/FM0E) screen, Supercase Address/Supercase Transfer (ADDRESS/FM0A) screen and the Eligibility Unit Transfer (EUTRAN/FM12) screen in FAMIS:
- type either PO Box 1409 ###### (unique six digit number assigned to individual using the Safe At Home address), or just the unique six digit number on the first address line,
- type or prompt for the Living Arrangement code SF, and
- press F15 for the Supercase member Clearance (SCMBR/FM0E) and Eligiblity unit Transfer (EUTRAN/FM12) screen, or press enter for the Supercase Address/Supercase Transfer (ADDRESS/FM0A).
The system automatically:
- formats the address using PO Box 1409 and Jefferson City MO 65102,
- adds a "Y" in the override (OVRD) field,
- enters the county code the user is assigned to in FAMIS, and
- hides any mailing address that was present on the Person Detail (PRSNDTL/FM0I) screen.
Staff need to update the School District (SCHOOL DIST) field with the code that corresponds to the school attended and not the school district code for the Safe at Home address. To further ensure the safety of the individual the system hides the history of addresses on the Supercase Address/Supercase Transfer (ADDRESS/FM0A) screen. If the individual goes back to a residential address the history of addresses is restored on the screen.
When an individual is a participant of the Safe At Home Program consider the individual excluded for work participation due to domestic violence for the Temporary Assistance Program. Update the TA Work Requirement (COMPACT/FM8B) screen with a Work Requirement Indicator (Work Req Ind) "M" and an exclusion reason (Exclude Rsn) of "5", Victim of Domestic Violence. Enter a re-evaluation date of twelve months or the date the next reinvestigation is due.
Staff should review the Domestic Violence code for a "Y" on the Person Detail (PRSNDTL/FM0I) screen. The individuals will be coded as such until they are no longer a participant of the Safe At Home Program, meet an exemption, or volunteer to participate.
For Food Stamp Work Registration purposes the individual participating in the Safe at Home Program should be excluded using code 34 (Multiple Impediments) on the Employment Assessment (EMPLOY/FMMS) screen.
