- FAMIS NON-CITIZEN INFORMATION (FMML) SCREEN CHANGES
DISCUSSION:
Effective immediately, the Non-citizen Information (NONCITZN or FMML) screen is changed to capture the non-citizen individual's alien registration number (ARN). Non-citizen eligibility policy is not changed.
ARNThe ARN or A-number, as it is commonly known, is reported to the federal government and used to determine funding for the Refugee Resettlement Program in Missouri. The ARN is also referred to as "INS A#", "alien number", "registration number", "file number", or a combination of these terms.
The ARN is a seven, eight, or nine-digit number assigned to an immigrant by the U.S. Citizenship and Immigration Services (USCIS). The ARN is found on the non-citizen's immigration documentation provided at the time of application or recertification/reinvestigation to verify immigration status.
Document types that include the ARN are:
- I-551 Permanent Resident Card or Resident Alien Card,
- I-151 Alien Registration Receipt Card,
- I-766 or I-688B Employment Authorization Documents,
- I-327 Reentry Permit, and
- I-571 Refugee Travel Document.
The I-94, Arrival-Departure Record, is also used to verify non-citizen status. The I-94 may or may not contain an ARN. The I-94 does list a departure number. Do not confuse the departure number with the ARN.

FAMIS SCREEN CHANGESThe ARN, if known, is entered in the new field entitled "ARN" on the Non-citizen Information screen (FMML or NONCITZN). This field is located directly below the DCN field.
The ARN field in FAMIS requires a lead A and 9 digits. If the ARN is a seven or eight digit number, enter the appropriate number of lead zeros.
Examples: A9 735 832 - enter as A009735832
A72 735 835 - enter as A072735835
A999 999 999 - enter as A999999999
As soon as the screen is accessed in either the controlled flow or in maintenance mode, the warning message "BB22A_NW: Enter Alien Registration Number." is displayed if the ARN field is blank.
If the Eligibility Specialist tries to Add or Update the ARN and does not use the required ARN format, the error message "BB22B_BE: Alien Reg Number must contain an "A" followed by 9 numeric digits." is displayed. The ARN is not added or updated until this is corrected.
Since the ARN is not an eligibility factor, FAMIS will not show Insufficient Data (ISD) or fail any individual for lack of the Alien Registration Number. However, for federal funding purposes, enter the ARN in this field if known.
NECESSARY ACTION:
- Review this memorandum with all appropriate staff.
- Enter the alien registration number (ARN) on the Non-citizen Information (FMML/NONCITZN) screen as appropriate.
