DISCUSSION:
On February 17, 2009, the President signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). This memorandum addresses the ARRA funds for supportive services, stipends, needs related payments, and work experience received for the Workforce Investment Act of 1998 (WIA) Adults, Dislocated Workers, and Youth programs under the direction of the Department of Economic Development (DED), Division of Workforce Development (DWD). The most common program name is the Next Generation Jobs Team. Some career centers may refer to these programs as summer youth or job programs.
Supportive service payments, stipends (a payment received while participating in a training program), and needs related payments from WIA program(s) are considered unearned income, and are entered into FAMIS on the Income (FMX0) screen with a type code UI (unearned income) and source code J7 (Supportive Services).
WIA work experience payments are considered earned income, and are entered into FAMIS on the Income (FMX0) screen with a type code EI and source code J2 (WIA Work Experience).
WIA On-The-Job training payments are considered earned income, and are entered into FAMIS on the Income (FMX0) screen with a type code EI and source code J1 (On-The-Job Training Wages).
NOTE: If you aren't sure about the funding source, contact the agency that is providing the payment to help determine the funding source of the payment. If you still are unable to determine the funding source, submit an IM-14 (Request for Interpretation of Policy) to central office Program and Policy staff.
FAMIS determines whether the WIA payment is included or excluded for each program as follows:

Food Stamps
Due to a clarification from the Food and Nutrition Service (FNS), WIA Work Experience (J2) is excluded income for the Food Stamp Program. WIA On the Job training (J1) is excluded for EU members under 19 years of age under the parental control of another adult EU member.
Food Stamp Manual sections 1115.005.00 and 1115.015.75 have been updated to reflect this change.
Temporary Assistance
When a Temporary Assistance participant receives wages from funding made available with the ARRA, Career Assistance Program (CAP) case managers include ARRA immediately before the employer name on the Employment Obtained-Verification Pending and Employment Obtained and Verified by DWD alerts that are received via the Select Interface (INTRFACE or FMK0) screen in FAMIS.
MO HealthNet
WIA Supportive Service, Stipends and Needs-Related Payments and WIA Work Experience payments are excluded for all MO HealthNet programs. WIA On-The-Job training payments are considered earned income and are included for all MO HealthNet programs. Follow the instructions above for entering these payments into FAMIS for Family Healthcare programs.
Income Maintenance Manual sections 0410.015.15, 0610.010.00, and 0805.015.10 have been updated to reflect this change.
