DISCUSSION:
Effective immediately, FAMIS no longer sends a referral to the Division of Workforce Development (DWD) for minor parents that are not the head of the household. This change was made due to a change made in the TANF Final Rule that declared these individuals are no longer work eligible individuals. All minor parents who are not the head of household were closed in DWD's system, Toolbox 2.0.
TA WORK REQUIREMENT SCREEN
Staff is to continue to update the TA Work Requirement (COMPACT/FM8B) screen as appropriate for all minor parents. The appropriate work requirement indicator (Work Req Ind) codes are: 'F' – teen parent not in school and 'T'—teen parent in school. FAMIS does not send a referral to DWD when the minor parent is not the head of household. These individuals are not required to comply with Immediate Engagement as a condition of Temporary Assistance (TA) eligibility.
When the minor parent reaches age 18, FAMIS updates his/her work requirement indicator (Work Req Ind) on the TA Work Requirement (COMPACT/FM8B) screen to 'D'—Referred to DWD, and sends a referral to DWD. A reminder, "Review TA Work Requirement", is sent to the eligibility specialist (ES). The ES should review the TA Work Requirement (COMPACT/FM8B) screen to ensure the code D is correct. Evaluate the eligibility unit member to determine if he/she meets an exclusion or exemption. Update the work requirement indicator (Work Req Ind) and the exempt reason (Exempt Rsn) or the exclude reason (Exclude Rsn) field if necessary.
To view the reminder on the Alert/Reminder List (ALREMIND/FM7M) screen, enter an “R” in the Alert/Reminder (A/R) field. Press enter. All reminders in FAMIS for that caseload will appear. Press F8=FORWARD to scroll forward to view all reminders for that caseload.
