NEW MESSAGES ON APPLICATION DETAIL SCREEN IN FAMIS

DISCUSSION:

The purpose of this memo is to clarify the reason for the Card Needed (Y/N) question on the Application Detail (FM13) screen in FAMIS and to introduce changes to the Application Detail (FM13) screen. Answering the Card Needed (Y/N) question serves as both a reminder to reissue a card and determines which paragraph is included on the FA-150 ACTION NOTICE to the eligibility unit (EU).

At every application for Food Stamp or Temporary Assistance benefits, the eligibility unit is asked if they need a new Electronic Benefit Transfer (EBT) card. An entry is required of Y(es) or N(o) in the Card Needed field on the Application Detail (FM13) screen. Entering a Y(es) in this field does not reissue an EBT card. If a Y(es) is entered, a paragraph is added to the FA-150 to the EU that a new EBT card is being issued. Issuing a card may require further action by the eligibility specialist.

To remind staff that follow-up may be required, effective August 10, 2009, the statement "DOES NOT issue new card", has been added following the Card Needed (Y/N) question on the Application Detail (FM13) screen.

When Y(es) is entered, the message "If EBT card needs to be reissued, use EBTU or ebtEDGE" displays at the bottom of the screen.

NOTE: If the EU states they have an EBT card, but it has been a year or more since the EU has received EBT benefits, they may have a card that can no longer be used.

If the EU states they need an EBT card, or it has been a year since the EU has received EBT benefits, take the following action to ensure the EU can access their benefits:
