- ADULT MO HEALTHNET FAMIS TRAINING PLAN
DISCUSSION:
The FAMIS Implementation and Training Team (FIAT) has finalized the training plan for the Adult MO HealthNet phase of FAMIS Implementation. This memorandum provides information regarding the plan.
The new FAMIS screens relating to Adult MO HealthNet (ADM) will be available in FAPC on October 10, 2009. Three pilots will be involved in Adult MO HealthNet Implementation. These are:
- Pilot # 1 -- Texas and Wright Counties – scheduled to convert on October 13, 2009.
- Pilot # 2 – Benton, Pettis and Saline Counties – scheduled to convert on November 30, 2009.
- Pilot # 3 – Jefferson County – scheduled to convert on January 4, 2010.

TRAINING APPROACH:
Training activities are divided into three phases.
- Pre-implementation training activities will take place prior to the actual conversion of pilot and rollout counties. Activities in this phase will consist of Sneak Previews as well as a comprehensive online lesson to review new screens and procedures associated with the integration of adult programs into FAMIS. E-mail memorandums will be issued to notify staff when these items are posted online.
- Implementation training activities will take place during the phased-in conversion of pilot and rollout counties. Implementation training will consist of both online and classroom training activities. A complete description of these activities is included in the MO HealthNet for Adults FAMIS Training Plan.
- Post-implementation training activities will occur after the Implementation phase of MO HealthNet for Adults has concluded. Post-implementation training activities will be conducted online and will focus on topics identified during the Implementation phase as being areas on which further instruction is needed. Additional information will be announced via memorandums when these online activities are available.

COURSE CATALOG:
Due to the number of programs involved in this phase of FAMIS Implementation and because not all county office staff work with every program, the FAMIS Implementation and Training team developed the MHA Training Plan taking into consideration the specialization of workloads in various counties. Consequently, the training plan provides for separate online courses to cover the Vendor/ SNC/HCB programs as well as the SAB/BP programs. The focus of the one day of classroom training for front-line staff will be the following programs: Non-Spenddown, Spenddown, QMB, SLMB, and Ticket to Work. Staff members who work with the Vendor/SNC/HCB and the SAB/BP programs will receive instruction on those programs through online courses.

SUPERVISOR TRAINING:
Front-line supervisors will play an important role in the successful integration of the adult programs into FAMIS. To prepare supervisors for this role, the IM Training and Development Unit will offer 10 hours of classroom training for all front-line supervisors who work with the Adult programs. Training sessions for supervisors will occur prior to classroom training for eligibility specialist staff.
Topics covered in supervisor training include:
- Reviewing new and changed FAMIS screens.
- Interpreting screen results.
- Reviewing case outcomes.
- Locating information in FAMIS.
- Preparing staff for the integration of the adult programs into FAMIS
- Reviewing the MO HealthNet for Adults FAMIS Implementation Training Plan and FAMIS rollout schedule.
- Completing an action plan to ensure that staff complete all training activities and prerequisite courses and are properly registered for the required courses.
- Preparing an agenda for a staff meeting to review the MO HealthNet for Adults FAMIS Implementation Training Plan and to prepare staff for the county’s conversion.
- Reviewing transfer of learning theory and the role of supervisors in the training process. Note: the IM Training Unit is working with the Department’s Human Resources section in an attempt to obtain MTR credit for this portion of the training.
Supervisor training (Course Name: MO HealthNet for Adults Implementation Supervisor Training; Course Code: FS000090) is required for all front-line supervisors who supervise staff members who work with the adult programs. Program managers and county managers may also attend these sessions.
Appendix C of the MO HealthNet for Adults FAMIS Implementation Training Plan provides dates and locations of classroom training sessions for supervisors/managers. Access the Employee Learning Center to register for a class.
CASE REVIEW SYSTEMS TRAINING:
In conjunction with each MO HealthNet for Adults Implementation Supervisor Training session, the IM Training and Development Unit will offer six hours of Case Review Systems Training, course code FS000096. All supervisors and managers who attend supervisor training should enroll in the corresponding Case Review Systems Training session, which will begin immediately following the conclusion of supervisor training. Time frames for MO HealthNet for Adults Implementation Supervisor Training and Case Review Systems Training are:
- Day one -- 8:00 a.m.to 5:00 p.m. (supervisor training).
- Day two – 8:00 a.m. to 10:00 a.m. (supervisor training) and 10:15 a.m. to 5:00 p.m. (Case Review Systems Training).
NECESSARY ACTION:
- Review the MO HealthNet for Adults FAMIS Implementation Training Plan.
- Ensure that all staff members who work with the adult programs complete pre-implementation training activities, including completion of online course FS000088 – MO HealthNet for Adults Implementation Online.
- Supervisors and managers who work with the Adult programs should enroll in one of the MO HealthNet for Adults Implementation Supervisor Training classroom training sessions -- course code FS000090.
- Supervisors and managers should enroll in one of the Case Review Systems Training sessions scheduled to begin immediately following each supervisor training session. Course code for the Case Review Systems Training is FS000096.
