DISCUSSION:
Sections 0255.000.00 – 0255.015.00 of the Temporary Assistance (TA) manual are revised to clarify work eligibility determination/assessments, exemption, and exclusion coding on the TA Work Requirement (FM8B/COMPACT) screen.
The following sections have been added to the TA manual:
- 0255.020.00 – Pending Assessment (Code P),
- 0255.025.00 – Mandatory Individuals, and
- 0255.025.05 – Family Support Division (FSD) and Division of Workforce Development (DWD) Cooperative Agreement
Appendix N, Referral Process to Career Assistance Program (CAP), is added to the TA manual. This appendix outlines the referral process and communication that occurs between the Family Support Division (FSD) and the Division of Workforce Development (DWD).
During a TA application a work eligibility determination/participation assessment is conducted during the control flow when the TA Work Requirement (FM8B/COMPACT) screen appears. Discuss with the applicant if the adult(s) and/or minor parent head-of-household in the Eligibility Unit (EU) meets one of the exemption/exclusion/extension reasons.

- Custodial Caretaker of Child Under 12 Months (01)
- Needed in Home to Care for Disabled Individual (05)
- Permanently Disabled (06)
- Payee 60 Years of Age or Older (07)
Exclusions (M):

When an applicant/participant meets one of the above exemption/exclusion/extension reasons, request verification and enter the appropriate code on the TA Work Requirement (FM8B/COMPACT) screen.
When an applicant/participant does not meet an exemption/exclusion/extension reason, determine the correct work requirement code and enter the appropriate Work Requirement Indicator (Work Req Ind) code on the TA Work Requirement (FM8B/COMPACT) screen.

Refer to the FAMIS User Guide: TA WORK REQUIREMENT SCREEN for instructions on entering information on the TA Work Requirement (FM8B/COMPACT) screen.
During all interim contacts and reviews, the eligibility specialist should conduct a work eligibility determination/participation assessment with the participant to ensure the adult(s)/ minor parent head-of-household is coded correctly on the TA Work Requirement (FM8B/COMPACT) screen.
Section 0105.025.15.05 Temporary Assistance Program Explanation of the General Information manual is updated to remove the Initial Assessment (IM-309I) as a form to be completed during the TA application process.
With the issuance of this memorandum the Initial Assessment (IM-309I) form is made obsolete.
The Division of Workforce Development (DWD) has made changes to their Immediate Engagement (IE) policy. The assessment completed as part of the IE process has been shortened. The IE process that is completed by the Career Assistance Program (CAP) agency should take approximately 30-60 minutes, instead of two hours. The Temporary Assistance Applicants Immediate Engagement & Career Assistance Program (CAP) pamphlet (IM-4 IE) is being revised to reflect this change.
NECESSARY ACTION:
- Review this memorandum and Appendix N with appropriate staff.
- Complete a work eligibility determination/assessment on each adult and minor parent head-of-household during the application and at all interim changes and reviews. Make appropriate work requirement coding on the TA Work Requirement (FM8B/COMPACT) screen.
- Discontinue the use of the Initial Assessment (IM-309I) form with the issuance of this memorandum. Remove form and form’s instructions from the Forms Manual.
