CHANGE IN CAREER ASSISTANCE PROGRAM PRIORITY OF SERVICES FOR TEMPORARY ASSISTANCE PARTICIPANTS AT DIVISION OF WORKFORCE DEVELOPMENT

DISCUSSION:

Effective 11-04-09 the Division of Workforce Development (DWD) implemented a “priority of services” policy for the Career Assistance Program (CAP) in order to streamline services, and guide CAP staff in prioritizing the way Temporary Assistance (TA) participants are contacted.  This memorandum is for Family Support Division (FSD) staff information only.

CAP case managers will provide services to TA participants in the following order of priority:

  1. Single-parent mandatory and voluntary households
  2. Sanctioned, single-parent households
  3. Two-parent mandatory and voluntary households
  4. Sanctioned two-parent households

There are no changes in the way services are provided to TA applicants referred to the CAP agency for Immediate Engagement purposes.

This “priority of service” does not mean if a participant comes to the CAP office, he/she would not be served.  CAP case managers will still provide appropriate case management services to these individuals.

There is no change in FSD determination of work eligibility or the sanctioning process.  This information is to better understand and keep in close communication with DWD/CAP and changes in policy.
