DISCUSSION:
The Food and Nutrition Service (FNS) requires state agencies to conduct Food Stamp Civil Rights training annually for all staff who work with the Food Stamp Program. The Department of Social Services Office for Civil Rights developed a civil rights training for Family Support Division (FSD) staff that complies with the FNS requirement.
The Food Stamp Civil Rights training is added to the Employee Learning Center (ELC) for all FSD employees, except those identified as Child Support or Rehabilitation Services for the Blind staff. The training has also been added for certain Children’s Division (CD) clerical staff who have a dual role and work with FSD customers. If an employee did not have this training added to his/her training plan but s/he works with the Food Stamp Program, the manager must add this training to the employee’s training plan manually in the ELC.
FSD and specified CD staff must complete this training within 30 days of the date of this memorandum. A reminder email from the ELC will be sent weekly for those individuals who have not yet completed this training.
Staff will be notified by the ELC when it is time to complete the training each year.
New staff, including those recently hired or in a new position that includes Food Stamp-related responsibilities, must complete the Food Stamp Civil Rights training no later than one month after their start date with that position.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Complete the Food Stamp Civil Rights training within 30 days of this memorandum.
- Ensure all staff that work with the Food Stamp Program have been enrolled in and complete the training.
