DISCUSSION:
Effective January 1, 2010, the QMB, SLMB, and SLMB2 resource limits increased as a result of the Medicare Improvement for Patients and Providers Act (MIPPA) 2008. For a single individual the resource limit increased from $4,000.00 to $6,600.00. For a married couple the resource limit increased from $6,000.00 to $9,910.00. There is no change in policy regarding how to determine available resources. This memorandum provides guidance on:
- Processing QMB, SLMB, and SLMB2 applications in Legacy using the new resource limits.
- Processing QMB, SLMB, and SLMB2 applications in FAMIS using the new resource limits.
Processing QMB, SLMB, and SLMB2 applications in Legacy using the new resource limits
Effective immediately process all QMB, SLMB, and SLMB2 applications in the Legacy system using the new resource limits. A query will be run in the Legacy system to identify any QMB, SLMB, or SLMB2 applications taken after January 1, 2010 rejected due to excessive resources. A listing of these applications will be provided to county staff to assist in indentifying any QMB, SLMB, or SLMB2 applications that need to be re-registered and processed using the new resource limits.
Processing QMB, SLMB, and SLMB2 applications in FAMIS using the new resource limits
FAMIS system changes will be completed on January 24, 2010. For any applications taken prior to this date, leave the application in the controlled flow if the system shows that the QMB, SLMB, or SLMB2 application is rejecting based upon excessive resources and complete once system changes have been implemented. In addition, FAMIS will be running a query of all QMB, SLMB, and SLMB2 applications taken between January 1, 2010 and the January 22, 2010 that are rejected due to excessive resources. A listing of these applications will be provided to county staff to assist in indentifying any QMB, SLMB, or SLMB2 applications that need to be re-registered and processed using the new resource limits.
Income Maintenance Manual Sections 0865.010.00 and 0865.010.15 have been updated to include the change in resource limits.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Effective immediately follow the guidelines above for processing QMB, SLMB, and SLMB2 applications using the new resource limits
