DISCUSSION:
The purpose of the memorandum is to clarify Food Stamp policy regarding Students in Institutions of Higher Education. An EU member is considered enrolled in an institution of higher education, regardless of the method of instruction:
- if the EU member is enrolled at least half-time in a business, technical, trade, or vocational school that normally requires a high school diploma or equivalency certificate for enrollment in the curriculum; or
- if the individual is enrolled in a regular curriculum at a college or university that offers degree programs regardless of whether a high school diploma is required.
EXAMPLE: Mr. C is enrolled in the American Broadcasting School full-time. This school does not require a GED or a high school diploma to enroll. Student must pass an exam similar to the SAT exam in order to enroll. The program is a 10 month online training program preparing students for gainful employment in a recognized occupation. The American Broadcasting School meets the definition of an institution of higher education. Mr. C must meet eligible student criteria to be considered eligible for Food Stamps.
NOTE: Students enrolled in on-campus classes, Internet Class, CD-ROM, DVD, Hybrid classes, and other types of courses are considered enrolled in an institution of higher education if the courses meet one of the above criteria.
An EU member who is not enrolled in an institution of higher education at least half-time is not considered to be a student of higher education for the Food Stamp Program. The school must verify if the student is enrolled in courses that constitute at least half-time attendance.
Food Stamp Manual section 1135.025.00 is updated to include this.
