- US-UNEMPLOYMENT COMPENSATION/STIMULUS PAYMENT CHANGE FOR THE FOOD STAMP PROGRAM
DISCUSSION:
Income Maintenance Memorandum IM-#17 dated March 18, 2009, introduced the new income source code “US – UNEMPLOYMENT COMPENSATION/STIMULUS” and described how each program viewed the income. On November 6, 2009, the President signed the Worker, Homeownership, and Business Assistance Act of 2009, allowing the additional $25 stimulus payment to be excluded for the Food Stamp Program beginning November 2009.
The weekend of February 27, 2010, FAMIS will recalculate and restore benefits issued for active Food Stamp EUs from November 2009 through February 2010 whose budgets include the additional $25 stimulus payment. There is no change for other programs. Counties will receive a list of cases closed and applications rejected for reason EXI (excessive income) to review.
Effective March 1, 2010, FAMIS excludes the US income for the Food Stamp Program. FAMIS determines whether the $25 stimulus increase is included or excluded for each program.

The FAMIS Income Code Chart will be revised to reflect this change. The ARRA 2009 (Stimulus) Questions & Answers (Q&As) is revised to note that a change to policy took place November 2009. The Q&As reflect policy from April 2009 through October 2009 and serves as a history. Staff must review Q&A question #2 to determine the appropriate policy to use when determining claim amounts for April 2009 and on-going.
