NATIONAL DIRECTORY OF NEW HIRES

DISCUSSION:

Effective immediately the Family Support Division (FSD) no longer receives the monthly National Directory of New Hires (NDNH) report. The NDNH contained new hire (W-4), quarterly wage, and unemployment insurance information for employees in the public and private sector for all states.

FAMIS continues to receive Missouri new hire information from the Department of Revenue. If there is a match in FAMIS, an alert is created and a New Hire Information Form (FA315) is sent to the participant. New hire information is also displayed on the Select Interface (INTRFACE/FMK0) screen.

FAMIS also continues to receive earnings information from the Division of Employment Security through a quarterly wage match. If there is a discrepancy of more than $250 for the quarter, the eligibility specialist and supervisor responsible for the case are notified by email. Quarterly wage match information is also displayed on the Select Interface (INTRFACE/FMK0) screen.

New Hire Matches are not considered verified upon receipt for the Food Stamp Program and therefore not acted upon for simplified reporting households. Continue to take action on the Food Stamp case when the change affects the IM cash grant.

If the Temporary Assistance case is closed for failure to respond to the wage match, then an Appointment Letter/Request for Contact (FA331) must be sent for the Food Stamp case. If the EU does not provide information to clarify its current circumstances, authorize a worker initiated adverse action closing (AAWC) with reason COO (failed to cooperate) and send an Adverse Action Notice (FA510), to close the Food Stamp case. Record the reason for the action on the Action Authorization (FM3H) screen. The case is closed effective the month following the month in which the notice of adverse action expires. Refer to the Worker Initiated Closing user guide for instructions.

Take appropriate action according to policy for each program.
