- CONDOMINIUM FEES (CF) AND EXPEDITED SCREENING FOR THE FOOD STAMP PROGRAM
DISCUSSION:
Effective June 1, condominium fees (CF) are not included in the expedited screening for the Food Stamp Program. Only rent, mortgage, and utility expenses are used when determining expedited service entitlement.
EUs that pay condominium fees, homeowner’s association fees, taxes, insurance, or any other fees as part of the monthly mortgage payment must have those fees considered as part of their mortgage payment when determining expedited service. If the fees are paid separate from the mortgage payment they are not considered when determining expedited eligibility.
This does not change policy for entering CF or for determining the amount of the benefit. Condominium fees are still included in the eligibility determination as shelter expenses to the eligibility unit.
EXAMPLE: Mr. Jones makes an initial application for Food Stamp benefits. His unearned income is projected to be $700.00 per month. He incurs a house payment (HP) of $250.00 per month, condominium fees (CF) of $200.00 per month, and is eligible for the SUA.
The Expedited Summary (FM48) screen displays monthly income of $700.00 and expenses of $512.00 (HP- $250.00 + SUA - $262.00). Mr. Jones is not eligible for expedited benefits.
FAMIS includes the condominium fee (CF) when computing Mr. Jones’ Food Stamp benefits. The Budget Summary (FM4A) displays $700.00 in unearned income and total shelter expenses of $712.00 (HP - $250.00 + SUA - $262.00 + CF - $200.00).
