DISCUSSION:

Effective August 1, 2010, all eligibility units do not have to report a change of address. When an EU reports a change in address do not ask about corresponding changes in expenses (including shelter expenses) or EU composition. Enter the new address in FAMIS and record a comment in the Eligibility Unit Member role (FM3Z) screen.

If the EU moves and does not notify the county of the new address, no adverse action is taken. However, if the notice of expiration is not received by the EU and the EU applies after the end of the certification period, benefits will be prorated from the date of application, following normal policy.

If mail is returned by the U.S. Postal Service marked “no known forwarding address”, no adverse action is taken. Place the returned mail in the case record and enter a comment on the Eligibility Unit Member Role (FM3Z) screen in FAMIS.

Follow the procedures as outlined in Income Maintenance Memorandum IM-91 dated December 28, 2009.

The following Food Stamp Manual sections have been updated.

The FA-544, Food Stamp Change Report form, has been revised to remove that a change of address is required to be reported. The IM-4 FS Reporting Changes brochure is being revised to add simplified reporting for all Food Stamp EUs and remove that a change of address is required to be reported.
