DISCUSSION:
The National Voter Registration Act of 1993 (NVRA) requires that individuals be given the opportunity to register to vote (or change their voter registration data) in elections for federal office when applying for or receiving public assistance or services. This opportunity must also be extended to those individuals coming to Family Support Division offices not seeking public assistance but requesting voter registration services only. In 2008, the Family Support Division identified one individual in each local office to be the Local NVRA Coordinator and one individual to be the Statewide NVRA Coordinator to ensure FSD was in compliance with the Federal Law.
Effective immediately, Stephanie Holmes (Stephanie.Holmes@dss.mo.gov) is the statewide NVRA Coordinator. Local NVRA Coordinators should contact Stephanie when there is an immediate need for voter registration forms or if there are any issues with voter registration.
A log of the statewide and local coordinators is maintained in the General Manual section 0105.026.02 NVRA Coordinators. This log must be kept current at all times. To report changes to this log, email Jessie.F.Maupin@dss.mo.gov.
Local NVRA Coordinators are responsible for the duties listed in 0105.026.02 NVRA Coordinators. It is of utmost importance to ensure that all the duties listed are being performed by the Local NVRA Coordinators. It is also imperative that the Local NVRA Coordinators ensure the data entered into Survey Monkey reports are accurate and correspond with the information on the voter registration cards.
