ARRA FUNDS FOR MISSOURI YOUTH AGES 14-24

DISCUSSION:

On February 17, 2009, the President signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). Income Maintenance Memorandum IM-55 dated July 21, 2009 addressed how to budget income individuals received for Workforce Investment Act of 1998 (WIA) Adults, Dislocated Workers, and Youth programs under the direction of the Department of Economic Development (DED), Division of Workforce Development (DWD) for the Next Generation Jobs Team, or summer youth programs.

This year, DED is operating the Missouri Summer Jobs program for Missouri youth age 14-24. This program is funded with Temporary Assistance for Needy Families (TANF) ARRA funds.

Employment information for the Missouri Summer Jobs Program is updated in FAMIS on the SELECT INTERFACE (INTRFACE/FMK0) screen. The income the youth enrolled in the Missouri Summer Jobs programs receives is Subsidized Employment—Block Grant Funded. Subsidized Employment—Block Grant Funded is considered earned income, and is entered into FAMIS on the Income (FMX0) screen with a type code EI and source code SU.

NOTE: If you aren't sure about the funding source, contact the agency that is providing the payment to help determine the funding source of the payment. If you still are unable to determine the funding source, submit an IM-14 (Request for Interpretation of Policy) to central office Program and Policy staff.

FAMIS determines whether the Subsidized Employment payment is included or excluded for each program as follows:

This information can be shared with any individual who shows interest in the program, so they are aware of the impact to any benefits they may receive from the FSD.
