MO HEALTHNET OUTREACH PROJECT WITH DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION AND FAMILY SUPPORT DIVISION

DISCUSSION:

Senate Bill 583 2010 requires the Department of Social Services (DSS) to collaborate with the Department of Elementary and Secondary Education (DESE) in an effort to reach the uninsured children of Missouri.

DESE added an attachment to their free and reduced lunch program forms for parents or guardians to check a box indicating “yes” or “no” to whether each child in the household has health care insurance. If a parent or guardian indicates a child in their household does not have health care insurance, the public school that receives the notice will provide the parent or guardian with an application for MO HealthNet for Kids (MHK). Enclosed with the MHK application is a coversheet encouraging the parent or guardian to apply for MHK for their child(ren) and instructs the parent or guardian to mail the MHK application to the Family Support Division (FSD) Service Center in St. Joseph, MO. The Service Center will register the application and mail the original application to the appropriate county for completion.

MHK Outreach Application Identification

Attached is a copy of the coversheet and application. Please note the numbering of the MHK outreach application differs from the MHK application currently available in the Income Maintenance (IM) forms manual. The MHK outreach application heading lists “MO HealthNet for Kids” and is numbered SB583-IM-1UA Schools in the lower right hand corner. The application available in the IM forms manual has a heading of “Missouri MC+ Application” and is numbered IM-1UA.

DSS Responsibility

FSD must track and report annually to the legislature the number of families that apply for MHK due to the outreach program. In an effort to lessen manual tracking, a new code is available in FAMIS when registering an application as a contracted agency. The new code is listed on the Application Detail screen under contracted agency SPS (State Public Schools).

County Office Responsibility

An applicant may provide an outreach application to their local county FSD office. If an application with the heading “MO HealthNet for Kids” and numbered SB583-IM-1UA Schools in the lower right hand corner, is received in a county office, the county office must register the application using “CA” (Contracted Agency) in the “How Rcvd” field and select State Public Schools (SPS) from the Contracted Agency field on the MO HealthNet Application Detail screen.
