SENATE BILL 583 AND LICENSED CHILDCARE PROVIDERS

DISCUSSION:

Senate Bill 583 requires the Department of Social Services (DSS) to provide all licensed childcare providers in the State of Missouri with a brief eligibility description of the MO HealthNet for Kids (MHK) Children’s Health Insurance program (CHIP) and an MHK application for each child attending the licensed childcare facility.

Attached is a copy of the flyer and application the Family Support Division (FSD) is providing to the licensed childcare facilities by December 16, 2010. FSD is required to track applications resulting from the outreach project. In order to easily identify the applications resulting from the outreach project, the name at the top of the IM-1UA application and the application identifier at the bottom of the IM-1UA are updated from Missouri MC+ Application and IM-1UA (7-06) to MO HealthNet for Kids and SB583-IM-1UA (11-10) CC. The CC, listed under SB583-IM-1UA, identifies the application as an MHK application resulting from the licensed childcare facility outreach program.

Tracking of CC Applications

FSD must report annually to the legislators the number of families that apply for MHK due to the outreach program. The attached flyer provides the Service Center address and phone number, and encourages applicants to return completed MHK applications to the Service Center. The Service Center will manually track applications resulting from the licensed childcare provider outreach program. After recording the receipt of the application and registering the application, the Service Center will forward the application to the appropriate county for processing.

CC Application Received in County Office

An applicant may provide an outreach application to their local county FSD office. If an application with the heading “MO HealthNet for Kids” and SB583-IM1UA CC, is received in a county office, the county office must manually track the number of applications received and report the information monthly by sending an e-mail with the subject line reading “SB 583 CC Outreach” to COLE.MHNPOLICY@dss.mo.gov.

FAMIS is working on a code to track the outreach applications. When the code is available, staff will choose this code when registering an application resulting from the licensed childcare outreach project and manual tracking will cease. Staff will be notified when code is available.
