DISCUSSION:
The purpose of this memorandum is to remind staff of voter registration services for homeless individuals and for providing assistance in completion of forms.
Homeless Individuals
Homeless individuals who come into the Family Support Division offices to:
- apply for any IM program, including recertifications;
- complete reviews for the Temporary Assistance, MO HealthNet, and Food Stamp Programs;
- complete a change of address report; or
- register to vote only
Are to be given the same opportunity to register to vote as those who have a permanent residential address. Not having a fixed, permanent residence does not disqualify an individual from the voting process. The individual can list the general area in which s/he stays, the address for a shelter at which s/he stays, a relative’s address where s/he resides, etc. as the address on the form. Send the voter registration application to the local election authority following normal processes for your office.
Form Completion Assistance
FSD staff are required to offer the same degree of assistance to individuals in completing the Voter Registration application form as offered to individuals in completing other agency forms, unless the individual refuses such assistance.
Do not deny anyone the right to complete and submit a voter registration application. The election official will determine if eligibility requirements are met.
