DISCUSSION:
Effective immediately, the following policy is in effect for the location of cases for Child Care, Food Stamp, MO HealthNet, and Temporary Assistance cases.
- The case is located in the head of household’s county of residence.
- If there is an Adult MO HealthNet case in which one of the spouses is institutionalized and the community spouse is receiving benefits or is the payee for an active EU, the case is located in the community spouse’s county of residence.
- If there is an Adult MO HealthNet case in which one of the spouses is institutionalized and the community spouse is not receiving benefits, the case is located in the institutionalized spouse’s county of residence.
- If there is an Adult MO HealthNet case in which both
spouses are institutionalized, the case is to be located in the county
of residence of the spouse with the lowest DCN. The facility where the spouse
with the lowest DCN resides is entered as the Supercase address with a living
arrangement type 'Nursing Home/Residential Care' (NH). The other spouse’s
facility address is captured on the Person Detail screen so they may receive
correspondence.
NOTE: This policy is for counties that do not have special work initiatives approved by the Assistant Deputy Director for Income Maintenance Field Operations. Those counties with approval may continue to keep certain cases (i.e. nursing home cases, etc.) where they are currently located.
In instances where the Public Administrators, legal guardians, authorized representatives, etc. are in a county that is different than the participant’s residence county, these individuals may continue to work with the local office for their county, if they choose. Do not require these individuals to contact the county in which the participant resides to conduct FSD business, but treat the transaction (application, dropping off information, etc.) as a courtesy transaction. The county office with which the Public Administrator, legal guardian, or authorized representative does business then forwards the information to the appropriate county.
Manual sections for General Information, Adult MO HealthNet, Family MO HealthNet, Supplemental Nursing Care, Supplemental Aid to the Blind, and Food Stamps regarding case location have been revised.
