DISCUSSION:
One June 4, 2011, the Information Technology Services Division and the Family Support Division will adjust all Vendor cases due to the increase of the Minimum Maintenance Needs Allowance (MMMNA) and Shelter Standard effective July 1, 2011.
Allotments for community spouses, minor children, and eligible dependents and the Minimum Maintenance Needs Allowance (MMMNA) and Shelter Standard are revised for actions effective the month of July 2011 and later. The revised guidelines effective July 2011 are:

FAMIS will use the current standards for the allotment and surplus determinations completed prior to the mass adjustment. After the adjustment, FAMIS will determine allotments and surpluses for July 2011 and later using the new standards. The Vendor Manual Appendix B has been revised.
If a case contains a community spouse, minor or eligible dependent, FAMIS will determine the proposed new allotment amount using the revised standards. The new allotment for a community spouse, minor or eligible dependent displays on the Minor/Dependent Allotment Information (FMJ6) screen in FAMIS. The new allotment for a minor not living with the community spouse displays on the Minor Living Outside Allotment Information (FMJ2) screen.
If there is a change in the surplus amount, the case will be adjusted during the mass adjustment and a notice will be sent to the participant. The change in the surplus amount will display on the Adult MO HealthNet Vendor Budget Summary (FMD8) screen.
To access the Adult MO HealthNet Vendor Budget Screen:
- Go to the EU Action Log (EULOG or FM40) screen;
- Select a Budget Month select F15=INQAUTH;
- Select F16=MHABD;
- Select Coverage Type and press F16=AGBUDSUM
Cases resulting in no change from the mass adjustment will not receive an action notice. An FA-460 Adult MO HealthNet Benefit Action Notice will be sent for cases that result in an increase in benefits from the mass adjustment. An FA-420 Adult MO HealthNet Adverse Action Notice will be sent for cases that result in a decrease in benefits due to the adjustment. An FA-460 Adult MO HealthNet Benefit Notice will be sent once the adverse action notice expires. An FA-465 Adult MO HealthNet Provider Notice will be sent to the facility for cases that result in any change in benefits.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Effective June 4, 2011, use $1839.00 as the Minimum Maintenance Standard and $552.00 as the Shelter Standard.
