COMPLETION OF FACILITY PLACEMENT INFORMATION SCREEN (FACPLACE OR FMJ4) WHEN THE CUSTOMER IS DECEASED PRIOR TO THE DETERMINATION OF ELIGIBILITY

DISCUSSION:

Email IM-#8, dated February 16, 2011, announced that the FAMIS interface with Bureau of Vital Statistics death information file will automatically update the Supercase Resident Maintenance (INHOME or FM0L) screen.

The purpose of this memorandum is to discuss the correct procedure to avoid an incorrect rejection or premature case closing when an applicant or active participant dies prior to the eligibility determination for vendor payments.

When Family Support Division is notified of the customer’s entrance into a MO HealthNet certified bed (T19) in a nursing facility (SNF), an institution for the mentally retarded (IMR), or a state mental hospital (MHC), the Eligibility Specialist should enter the facility information on the Facility Placement Information (FACPLACE or FMJ4) screen within two working days.  Do not wait for the DA-124 level of care determination.  When the facility information is in FAMIS prior to the determination of eligibility or case closing, benefits can still be issued.  If the Facility Placement Information (FACPLACE or FMJ4) screen is not updated prior to the automated update of the Supercase Resident Maintenance (INHOME or FM0L) screen End date with the date of the customer’s death, FAMIS will close or reject the case prior to determining eligibility for benefits prior to death.  Comments must be entered from the Facility Placement Information screen to document verification of the placement. Refer to the FAMIS user guide Facility and Placement Information Details.

If the case is rejected prior to the update of the Facility Placement Information (FACPLACE or FMJ4) screen, it will need to be cancel rejected.  If the case is closed prior to the update of the Facility Placement Information (FACPLACE or FMJ4) screen, it will need to be cancel closed.
