DISCUSSION:
House Bill 395 (2009) specifies that, beginning January 1, 2010, the allowance must be increased by an amount equal to the product of the percentage of the Social Security benefit cost-of-living adjustment and the average amount that MO HealthNet participants are required to contribute to the cost of institutionalized care but must not exceed $5 in any year. Once the allowance reaches $50 a month, there will be no further increases unless authorized by annual appropriation.
Senate Bill 418 (2007) modified Section 208.030 RSMo to require any person eligible to receive a monthly Supplemental Nursing Care (SNC) personal expense allowance payment to receive a payment equal to the MO HealthNet vendor nursing personal needs allowance (PNA).
Effective January 1, 2012, the MO HealthNet Personal Needs Allowance (PNA) is increased to $35. A mass adjustment of Legacy and FAMIS Vendor and SNC cases was completed the weekend of December 10, 2011 with the Cost of Living Adjustments.
FAMIS Vendor and SNC eligibility determinations for January 2012 and ongoing will use the new $35 PNA and will use the previous PNA of $30 for December 2011 and prior quarter months. For Supplemental Aid to the Blind Vendor cases that remain in Legacy, use the new $35 PNA beginning January 1, 2012 and ongoing; use $30 for December 2011 and prior quarter months.
There was no increase in cost-of-living in 2010 or 2011.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Begin using $35 PNA effective January 1, 2012.
