DISCUSSION:
Effective June 30, 2011, Missouri renewed the EBT contract. The primary EBT contractor continues to be Fidelity National Information Services, Inc (FIS).
This memo addresses the following changes due to the new contract:
- Missouri EBT Cards
- Delivery of Drop Shipment Cards
- Delivery of Drop Shipment Pins
- EBT Card Manifest
- PIN Standard Bulk Ship Packing Slip
- EBT Manual Revision
Missouri EBT Cards
Changes are effective with EBT cards requested March 23, 2012 or later:
- The EBT cards have a slightly different design. A picture of the new card is attached. The current EBT Cards are still valid and can be used if they have not been canceled. The new card is sent when replacement cards are requested or when a new Food Stamp or Temporary Assistance issuance is approved.
- The new cards are produced and mailed from the FIS Card Services Center located in Romeoville, Illinois.
Delivery of Drop Shipment Cards
EBT cards with a mailing indicator code entered in EBTU for county office mailing will be drop shipped by FedEx to county offices, packaged together, along with a manifest. A signature is required by FedEx for receipt of the cards.
Delivery of Drop Shipment PINs
PINs for these cards will also be drop shipped by FedEx on the day after the cards are drop shipped. The PIN mailing will include a standard bulk ship packing slip and will arrive in an envelope addressed to the county office. A signature will be required by FedEx for receipt of the PINs.
EBT Card Manifest
EBT cards with a code entered in EBTU for county office mailing are drop shipped by FedEx to county offices, packaged together, along with a FIS Vault Cards (Bulk Ship) Manifest. County office staff must verify the card count, sign and date the manifest on the bottom, and scan to ssmanifests@ip.sp.mo.gov. The only change in this policy is the manifest will be scanned and sent through email instead of faxing it.
PIN Standard Bulk Ship Packing Slip
No actions are necessary for the PIN standard bulk ship packing slip.
NOTE: Drop shipped cards and PINs should be destroyed if not picked up after 30 days.
EBT Manual Revisions
The EBT manual section 0150.030.05 is revised.
