- FEDEX DELIVERIES – DROP-SHIPPED EBT CARDS
DISCUSSION:
Effective immediately, all FedEx deliveries of drop-shipped EBT cards and PINs will require a signature by county staff. In order to ensure the security of the cards and PINs, FedEx must have a signature, or they cannot leave the drop-shipped package.
If no one is available to sign for the package, FedEx will leave a "door tag" notifying the office of the attempted delivery. FedEx will make three attempts to deliver. After the third failed attempt, the FedEx driver will leave instructions for picking up the package at their FedEx hub. If the package is not picked up in 5 days, it will be returned to the card production facility for destruction.
The EBT Unit will be monitoring drop-shipment deliveries through the Manifest Form process and will notify the county supervisor if any card deliveries are returned to the card production facility for destruction.
County staff will have to review all cases with destroyed cards to determine if any cards need to be reissued.
NECESSARY ACTION:
- Review immediately with appropriate staff and ensure that staff is available to sign for the dropped-packages so that distribution of cards and PINs is not delayed.
- Review with appropriate staff the importance of verifying the card count in drop shipments and returning Manifest Forms to ssmanifests@ip.sp.mo.gov to acknowledge receipt of the cards. Manifest Forms do not need to be returned for PINs.
