- CHANGED DUTIES FOR MC+ SERVICE CENTER STAFF
DISCUSSION:
The purpose of this memo is to inform staff of the new role of the MC+ Service Center staff and the transition of their former responsibilities to the offices serving the MC+ applicant's county of residence. The St. Joseph staff that had served as the State's MC+ Service Center now has full time responsibility to respond to Food Stamp calls from the FSD Info Center. The Family Support Division (FSD) staff in offices that serve the applicants' residence counties have assumed the unit's responsibility to receive and process MO HealthNet applications. Correspondence and Information Specialists based in Resource Centers in the North Region are receiving and processing presumptive eligibility requests.
MC+
MO HealthNet for Kids (MHK) and MO HealthNet for Families (MHF) applications will be mailed to the office serving the residence county. MO HealthNet for Pregnant Women (MPW) applications will be scanned to a portable document format (.pdf) that will be emailed to the main office email for the residence county. The application forms and any other documents received with the application will be maintained in the Saint Joseph Customer Service Center for 90 days from date of application. At the end of 90 days, the applications will be shredded.
The MO HealthNet applications distributed to schools each year had already been printed with the Service Center address and phone number prior to this transition occurring. Calls resulting from these application forms will be sent directly to the FSD Info Call Center. However, applications returned by mail, will be received at the St. Joseph office to be sent to the offices covering the applicants' counties of residence. Last year the Service Center received approximately 1800 applications during the first 2 months of the school year.
The St. Joseph office continues to receive MO HealthNet applications mailed to the MC+ Service Center that have been picked up at local offices. Local office staff should inform customers to return the applications to the local office serving the applicant's county of residence.
Presumptive Eligibility
Federally Qualified Health Centers (FQHC) and Rural Health Centers (RHC) will continue to use the FSD Info Center to obtain department client numbers (DCN's) and verify potential presumptive eligibility (PE). Providers needing presumptive eligibility information should call the FSD Information Center toll free at 1-855-FSD-INFO (1-855-373-4636). When talking with a Customer Service Representative (CSR) they will need to identify themselves as a presumptive eligibility provider and identify the facility. Then, they will be transferred to a state merit employee who will assist the provider with information on presumptive eligibility as well as assign a DCN.
If customers are found to be potential PE, the PE provider will be instructed to scan and email the PE authorization and application to the shared email, FSD.PresumptiveElig@dss.mo.gov, which is monitored by Resource Center staff. The FQHC and RHC will be instructed to mail the completed application form to their local Family Support Division office. Resource Center staff will enter the PE coverage on the day it is received. Resource Center staff will then forward the scanned documents to the office email of the county of residence for assignment and processing.
